Position Details

Under the general direction of the Fire Rescue Chief, the Deputy Fire Rescue Chief provides leadership and direction of the activities of both operations and support services, through appropriate Command Staff.

The Deputy Fire Chief shall assume the duties, responsibilities, and authority held by the Fire Chief during absences.

DUTIES & RESPONSIBILITIES:

  • Shall assist the Fire Chief in directing the fire department and ensure that personnel and equipment are properly inventoried and effectively utilized, the station is properly staffed and maintained, and that personnel are operationally ready.
  • Conducts research, evaluates the need for deployment of operations personnel, facility, and equipment and recommends changes in policies, procedures, and equipment to improve the department’s ability to respond to emergency situations and overall operation of the department.
  • Reviews and makes recommendations related to personnel actions including assignments, training, promotions, disciplinary actions, and participates in the resolution of grievances, arbitrations and litigation involving the department.
  • Assist in the development and implementation of the Department’s budget; reviews purchases and purchasing procedures and assist in control of expenditures
  • Assist and participates in the preparation for negotiations of Memorandum of Understanding and assist in the administration of the same.
  • Participates in long-range strategic planning of Fire Department.
  • Participates in research, analysis preparation and presentation of reports and supplemental documents relating to the department’s activities.
  • Represents the Fire Chief in contacts with elected or appointed officials and individual groups in the community.
  • May assume command on any emergency incident
  • Manage daily operations of department through Officers or Shift Commanders.
  • Enforce rules and regulations, policy and procedures, general and specific orders, memos , and the laws of the State and Village
  • Investigate any and all charges brought against any member(s) of the department, as directed by the Fire Chief.
  • Prepare a written report of information found from investigation and recommendations of action needed.
  • Perform periodic inspections of personnel, equipment, facilities and reports
  • Assist Fire Chief in developing emergency preparedness plans for the Village.
  • Performs related work as required.

KNOWLEDGE, SKILLS AND ABILITIES:

  • Extensive knowledge of the principles, standards, and practices of modern firefighting, fire prevention and suppression, paramedic, and fire administration. 
  • Thorough knowledge of the operation, capabilities, and maintenance of various types of emergency service apparatus and equipment used in modern firefighting and related technologies. 
  • Comprehensive knowledge of the federal and state laws and regulations regarding fair labor standards as specifically applicable to firefighting personnel employed by a municipal government and the ability to apply same. 
  • Extensive training and knowledge in incident management in accordance with Federal, State and local guidelines. 
  • Advanced knowledge of federal, state, county and city ordinances related to public safety.
  • Ability to make critical decisions in a confused, chaotic, and potentially life-threatening environment throughout the duration of the operation. 
  • Ability to direct the work of others while leading and motivating a team. 
  • Ability to develop and maintain collaborative working relationships with all levels of staff, management, elected officials, outside law enforcement agencies and general public while maintaining a high level of social awareness for professional engagement. 
  • Strong analytical skills with the ability to analyze complex issues and make sound recommendations. 
  • Strong written and verbal communication skills. Must have the ability to communicate and facilitate effectively with diverse audiences. 
  • Ability to research, analyze and evaluate new service delivery methods and techniques.
  • Ability to analyze financial, budgetary, administrative, legal, and organizational data to recommend appropriate action. 
  • Must have the ability to maintain professional composure and take reasonable action when confronted with difficult situations. 
  • Demonstrated ability to work collaboratively, constructively, and congenially with all Fire personnel whose professional work is governed by the reciprocal obligations of a collective bargaining agreement. 
  • Ability to multi-task and work under pressure with interruptions and within short timeframes. 
  • Ability to maintain highly confidential/sensitive information and work independently while exercising good judgement and initiative. 
  • Ability to learn the village geography, demographics, and population patterns. • Ability to drive to various municipal buildings, village locations, etc.
  • Must be medically certified under standards National Fire Protection Association (NFPA) 1582 and certified to wear a self-contained breathing apparatus. 
  • Ability and willingness to respond to situations twenty-four (24) hours a day, seven (7) days a week.

MINIMUM QUALIFICATIONS:

  • Associate degree in fire administration, fire technology, public administration or related field, with at least ten years of municipal or district fire with at least 3 years at a senior management level (Captain or above); or an equivalent combination of experience and training.
  • Fire Officer III designation by the Office of the State Fire Marshal, or the ability to attain such designation.
  • The successful candidate must have a valid State of Illinois license, Class D.
