Position Details

The Cherry Valley Police Department is seeking candidates, internal and external, to become the Village’s first Deputy Chief of Police.

Cherry Valley is a proud community of 3,000 residents in Winnebago County with strong support for their police department.  The department consists of 13 sworn officers and includes 10 full time patrol officers, two sergeants, the chief and a variable number of part time officers.  The addition of the Deputy Chief position will raise authorized staffing to 14 full time officers. Patrol officers currently work 12-hour shifts providing 24-hour coverage to the residents.  CherryVale Mall, Menards and many other retail businesses are located within the village increasing the daytime population dramatically.

The Village of Cherry Valley sits at the crossroads of I-90, I-39, and US 20 with more than 58,000 traffics movements per day.

We are looking for candidates with diverse law enforcement leadership experience, including operations and administration.

Representative Duties:

  1. Assume management responsibility of an assigned division within the Police Department; recommend and administer policies and procedures; serve as acting Chief of Police in the absence of same.
  2. Manage and participate in the development and implementation of goals, objectives, policies, and priorities for assigned programs; recommend and administer policies and procedures.
  3. Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; recommend, within departmental policy, appropriate service, and staffing levels.
  4. Plan, direct, coordinate and review the work plan for special event operations and police control needs; assign work activities, projects, and programs; review and evaluate work products, methods, and procedures; meet with staff to identify and resolve problems.
  5. Review police reports for accuracy and completeness; monitor major investigations or accidents; analyze crime patterns, frequency, traffic accident patterns and other information.
  6. Oversee and coordinate a variety of operations and services functions including patrol operations, crime prevention, internal affairs, planning and research, DARE, and special enforcement.
  7. Oversee the most serious and complicated criminal investigations within the department.
  8. Coordinate department activities with those of other departments, agencies, and Village officials; assist with planning special operations and task forces.
  9. Review and make recommendations for special assignments, transfers, and training.
  10. Review and supervise the investigation of citizen complaints against sworn officers and non-sworn personnel; recommend appropriate actions to be taken.
  11. Train, motivate and evaluate department personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and recommend termination procedures as appropriate.
  12. Participate in the development and administration of the department budget; recommend the forecast of funds needed for staffing, equipment, materials, and supplies; approve expenditures and implement budgetary adjustments as appropriate and necessary.
  13. Explain, justify, and defend department programs, policies, and activities; negotiate and resolve sensitive and controversial issues.
  14. Represent the Police Department to other departments, elected officials, media, and outside agencies; coordinate assigned activities with those of other departments and outside agencies and organizations.
  15. Provide staff assistance to the Chief of Police; participate on a variety of boards, commissions, and committees; prepare and present staff reports and other necessary correspondence.
  16. Attend and participate in Village Board meetings, professional group meetings, and related events; stay abreast of new trends and innovations in the field of law enforcement.
  17. Respond to and resolve difficult and sensitive citizen inquiries and complaints.
  18. Perform related duties as required.

Candidate Requirements:

Education/Training:

  • Associate degree from an accredited college or university with major course work in criminal justice, police science, public administration, or a related field. Bachelor’s degree preferred.
  • Graduation from a police administration program such as NUCPS School of Police Staff and Command, FBI National Academy, or SPI Administrative Officers Course.

Experience:

  • Ten years of increasingly responsible full-time experience as a sworn officer with extensive administrative and supervisory responsibility. 
  • Three years at the rank of Police Sergeant or above.

License or Certificate:

  • Possession of, or ability to obtain, an appropriate, valid driver’s license.
  • Possession of, or ability to obtain, valid ILETSB Certification.
