Position Details

The purpose of this position is to act as the highest administrative and executive officer of the Police Department and assume responsibility for control, operation and representation of the department and all employees.

This position is hired by the Police and Fire Commission in accordance with state statutes. The work is performed under the direction of the Village Manager.

Essential Duties and Responsibilities:

  • Directs and manages all department personnel;
  • Selects new employees;
  • Provides training and instruction;
  • Plans, coordinates, assigns and reviews work;
  • Allocates personnel;
  • Maintains professional standards;
  • Approves leave;
  • Addresses formal grievances;
  • Evaluates performance and recommends or approves discipline, discharge, transfer, promotion and/or salary increases.
  • Oversees all department activities; ensures compliance with policies and work methods.
  • Ensures compliance with safety procedures and practices.
  • Prepares and administers department budget, monitors expenditures.
  • Research grants.
  • Determines department goals and objectives based on analysis of professional trends and patterns.
  • Researches and analyzes case law related to policies, procedures, rules and regulations.
  • Assists with the negotiation of salaries, work hours, employment conditions and collective bargaining agreements.
  • Represents the department and the Village in contacts with citizens and other social welfare and law enforcement agencies.
  • Communicates with Village officials and other employees.
  • Prepares required reports for the Village Board, Police and Fire Commission, Village Manager, State and other agencies. Attends a variety of meetings.
  • Meets with and discusses issues with citizens.
  • Investigates and responds to citizen complaints. Responds to crime or accident scenes to direct operations and command high-risk situations.
  • Reviews reports and staffing studies.
  • Approves training requests and ensures proper certification of all employees.

Additional Duties and Responsibilities:

  • Ensures proper supervision for special events.
  • Performs other related functions as required or assigned.

Minimum Job Requirements:

  • Bachelor's degree in Police Science, Criminal Justice or a related field.
  • Seven years of progressively responsible law enforcement experience that includes five years of command experience OR
    • any combination of education and experience that provides equivalent knowledge, skills and abilities.
  • Wisconsin Law Enforcement Certification
  • U.S. Citizen
  • Valid driver's license in the State of Wisconsin, good driving record.
  • Must live no more than 15 miles from the Village geographical boundaries within 6 months following the date of appointment.
    • Unless the requirement is specifically waived by Village Board resolution or by contract covering terms and conditions of residency.
  • Ability to possess a firearm.
  • Ability to use all standard law enforcement equipment.
  • Clear and concise speech.
  • Good verbal and written communication skills.
  • Good physical condition.
  • Vision correctable to 20/20.
  • Knowledge and skills in operating computer systems.
  • No felony convictions and no domestic abuse convictions.
  • Previous experience (includes supervisory/management experience).
  • React quickly and effectively to stressful situations Multi-task oriented.
  • Able to work evenings, weekends, and holidays.
